Consumer costs are all the direct and indirect costs related to transport for people that are moving. So it includes fuel, it includes the maintenance, the requirements of adding new tyres, it includes if facilities are maintained badly that I have to replace my shocks more often, and any health costs, direct health costs that I have due to transport.
